Funds for International Students
Overview
Information on scholarship, fellowship, and loan funds administered by CGS for international students is presented in this section. Eligibility criteria and application procedures for these funds vary and are discussed in more detail below. In general, applicants must be citizens of the country or countries for which each fund is earmarked. In addition, applicants are generally required to apply through local in-country representatives before coming to the United States. Application deadlines can be 10 to 12 months prior to the start of the academic year in which the scholarship, fellowship, or loan will be granted. Detailed information about eligibility criteria and application deadlines can be obtained from the local in-country representatives. As noted below, several of these funds are Restricted Scholarship Funds, which require Harvard students to be nominated for consideration by their Harvard Financial Aid Office.

NEW scholarships at the Oxford-Man Institute of Quantitative Finance Oxford University’s new interdisciplinary Oxford-Man Institute of Quantitative Finance is offering up to six Institute Scholarships from existing PRS or DPhil students who wish to spend some of their time researching topics connected with Quantitative Finance and who are interested in interacting with scientists and social scientists from outside their own discipline. Currently each Oxford-Man Institute Scholarship gives a student desk space in the Institute, access to the Institute’s computational resources, a £2,000 personal annual research allowance from the Institute and a personal scholarship of £2,000. Scholarship students will play a significant role in the life of the Institute. Please download the scholarship advert for further information and details of how to apply. The deadline for applications is 7 August 2007. After 15 June 2007, if you enter the UK from a non-EU country, or are travelling from the UK to a non-EU country and are carrying 10,000 Euros or more (or the equivalent in other currencies) you will be required to declare the cash to HM Revenue & Customs (HMRC) at your place of arrival, or departure from, the UK. This applies not only to currency notes and coins but also bankers' drafts and cheques of any kind (including travellers' cheques). The International Graduates Scheme was launched on 1st May 2007 to encourage international graduates of UK further or higher education establishments to pursue a career in the United Kingdom. For more detailed information about the scheme please click here. The application form (entitled FLR(IGS)) and notes for guidance are available to download from the Home Office website . Important Visa/Immigration Information If you are an EEA national (European Union Countries plus Iceland, Liechtenstein and Norway) or from Switzerland you are entitled to enter the UK freely and have the right of residence for the duration of your course. Guidance notes for EEA nationals can be downloaded from UKCOSA (UK Council for Overseas Student Affairs). All non-EEA nationals must obtain entry clearance (a student visa) before coming to the UK. If you do not obtain entry clearance you will be refused entry to the UK. You should apply for entry clearance as soon as possible after you are offered a place at the University of Oxford, since the procedure can take some time. Some Embassies/High Commissions may ask you to attend an interview and some countries have recently introduced tuberculosis screening requirements. You must make sure that you obtain entry clearance as a student rather than a visitor and try to ensure the visa is issued for the duration of your studies, as it is expensive to extend your visa in the UK. Oxford & Hill Scholarship
The Hill Foundation is a UK registered charity, which provides scholarships for outstanding young citizens of the Russian Federation or first generation Israelis of Russian descent who wish to study at Oxford University. In addition to scholarships provided by the Hill Foundation alone, three Scholarships for post graduates are provided in partnership with the UK Foreign and Commonwealth Office, as Hill Foundation Chevening Scholarships (see below under “Procedure for Scholarships). The Trustees favour candidates who have demonstrated, extremely high academic ability and also personal and social qualities of a high order.
They are looking for young people who intend to develop their careers in their homeland who indicate in their application that they wish to spend their lives in ways beneficial to their home society, whether in business, academic life, public service, the arts or the professions. There is no restriction as to the field of study or area of specialisation in which the scholarships are held. The scholarships may be held for one, two or three years (depending on the course chosen) but the grants for the second and third years are subject to satisfactory progress.
The Hill Foundation will pay all educational costs, including University and College fees, laboratory fees (where relevant), and any other necessary fees. In addition the Scholars are provided with a maintenance allowance of £9,750 (2007/8 rate), which is adequate to cover college accommodation during the academic year. The Foundation will also cover the costs of necessary travel between Russia/Israel and Oxford up to a maximum of £1,000 p.a.

University of Cambridge Health Science Scholarship Program DescriptionThe National Institutes of Health - University of Cambridge Health Science Scholarship provides a unique opportunity for pursuing a Ph.D. In order to maximize the learning experience, students participate in a collaborative project involving research in labs both at the University of Cambridge and the NIH, co-mentored by a research investigator at both institutions. Aside from working in two of the most exciting, respected biomedical research institutes in the world, students have the opportunity manage an international collaborative research project that expands beyond the confines of the scientific expertise of a single lab. As science heads towards an environment rich in collaboration that spans many disciplines, this program will shape the future scientific leaders capable of managing translational research.
At present, the degree requirements from Cambridge do not include formal coursework, enabling students to start immediately on thier thesis project. This program caters to students with advanced lab experience and a specific field of interest, having no rotations to delay thesis research. The research projects offered are very diverse ranging from biophysics to behavioral studies, neuroscience to nanotechnology, making for a very exciting atmosphere. Coursework and tutorials in a broad range of biomedical and other scientific disciplines are available at both the Cambridge and the NIH, but are not required unless specified otherwise.
The student will be expected to spend approximately two years at Cambridge and two years at the NIH. The time spent at each institution will usually be done in blocks of a few months that add up to the guideline of two years. Scheduling will vary depending on the research project and should be discussed with your advisors.
Students in the NIH-Cambidge program receive support for a stipend, fees, and medical insurance during the course of their study. Depending on the availability of qualified applicants, up to six new students are brought into the program each year.
OSI/FCO Chevening/Cambridge University Scholarships
Note: The 2007 application deadline for this scholarship has passed. Please check back in late 2007 for details on the next call for applicants. Offered in collaboration with the Open Society Institute, the Foreign and Commonwealth Office, and the Cambridge Trusts (Cambridge Overseas Trust, Cambridge Commonwealth Trust), these scholarships enable students of outstanding academic merit to pursue one-year taught postgraduate courses of study at the University of Cambridge in subjects relevant to the needs of their countries. - Applicants must be citizens of and resident in one of the following countries: Bosnia and Herzegovina, Croatia, Kosovo (which is at present under United Nations administration), the Republic of Macedonia, the Republic of Montenegro (which is part of the Federal Republic of Yugoslavia), Serbia, Bangladesh, and Pakistan.
- Applicants should be planning to return to their home country at the end of the period of study.
- All applicants must have completed at least four years of university study and have obtained, or expect to obtain, the appropriate degree(s), no later than September 2007.
- Applicants must be between 23 and 35 years of age on October 1, 2007.
- Applicants must demonstrate the potential to become leaders, decision makers, and opinion formers in their home country. This requirement is of considerable importance in the selection process, and applicants should be sure to complete Section 9 of the application form fully and appropriately.
- Applicants will be required to have passed an English proficiency test (TOEFL or IELTS) before being offered a scholarship. The minimum requirement for some of the courses available is TOEFL 600 (250 in the computer-based test) or IELTS 7.0; however most courses require the higher minimum requirement of IELTS 7.5, and some IELTS 8.0. Please refer to the University of Cambridge Graduate Studies Prospectus at www.admin.cam.ac.uk/univ/gsprospectus/ for further details.
- Applicants will normally be expected to have some relevant work experience.
A preference will go towards applicants who have not previously studied outside of their home countries. IneligibilityThe following applicants are ineligible to apply: Employees, employee's relatives (or former employees who have left employment less than 2 years before) of FCO (including FCO Posts), the British Council, the Educational Advising Centers or other OSI-NSP representations in the region, and the participating universities will not be eligible to apply for these awards. Also ineligible are those who have received a scholarship funded by the British government within the previous three years. Selection ProcessApplications for admission to the university will be considered by the Board of Graduate Studies (the graduate admitting authority of the university). Short-listed applicants for Economics, Economics and Development, or Finance will be required to take a GRE test. This will be arranged by the local Soros foundation/Advising Center; the British Council Offices in Bangladesh and Pakistan respectively. UK Scholarship Programs Guidelines
The UK Scholarship Programs (OSI Chevening Awards) include one-year scholarships, generally in the social sciences and humanities, for students and scholars from Central and Eastern Europe, the former Soviet Union, and select countries in the Middle East and Asia to study at various graduate institutions in the United Kingdom. The programs provide approximately 40 long-term research grants and more then 140 degree awards for study at graduate institutions in the United Kingdom. Co-funding is provided by the British Foreign and Commonwealth Office (FCO), Cambridge Commonwealth Trust, Cambridge Overseas Trust, Noon Educational Foundation, University College London, University of Essex, University of Edinburgh, University of Glasgow, University of Leeds, University of Manchester, University of Nottingham, University of Oxford Royal Holloway, University of St. Andrews, University of Sussex, Staffordshire University, University of York, and University of Warwick. An additional 90 short-term (mainly one-month) research awards are available in all fields at Oxford and Cambridge for qualified faculty from specific countries in the region. Oxford University Funding for international students
Scholarships for overseas students following undergraduate courses are very limited. Students are usually expected to find an appropriate source of funding in their own country. This page lists the few scholarships that are available. You may also like to use our scholarships search page.

Dulverton Scholarships
A small number of full and partial Dulverton Scholarships will be available for students of outstanding merit and financial need from Eastern/Central European countries (information about eligible countries is available at www.admin.ox.ac.uk/io/).
Hill Foundation Scholarships
A number of awards will be available for students who are nationals of and resident in the Russian Federation taking up places to read for a Second BA or postgraduate degree of the University in October 2008. Candidates should have a first degree from a Russian university and should not have taken any subsequent degree. The scholarship may be held in any subject area. Candidates should not normally be more than 25 years of age and should be intending to return to Russia at the end of their period of study.
Awards will cover University and college fees, travel to and from the UK, and provide a maintenance grant. Further information is available on the Foundation's website: http://www.hillfoundationscholarships.org/.
Noon/OCSKET Scholarships
One or more full or partial awards, funded jointly by the Noon Educational Foundation, the University and the Oxford and Cambridge Society, Karachi, Educational Trust, is expected to be available for students from Pakistan entering or currently studying for a degree at Oxford. The scholarships may be held in any subject area, except Medicine. Preference will be given to candidates who have not already begun their course at Oxford.
Raffy Manoukian Scholarship
Scholarships will be available for Armenian nationals or those of Armenian descent (one or both parents must be Armenian nationals) for study at the University of Oxford. The scholarships are tenable for study in the Humanities (Classical Languages and Literature, Ancient History, English, Modern Languages, Modern History), the Medical Sciences, the Mathematical and Physical Sciences, Biochemistry, Law, Economics, or Politics. Students wishing to follow certain joint degrees such as Philosophy, Politics and Economics will also be eligible. Candidates should be under 20 years of age on 1 October 2008.
The award will cover full fees and provide a maintenance grant of £7,000 p.a.
Application procedures
The closing date for applications for the Dulverton, Hill, Noon and Manoukian scholarships will be 22 February 2008. The forms may be obtained from the Student Funding and International Office after 7 January 2008 (email international.office@admin.ox.ac.uk). They will also be available for downloading from the web from the same date at www.admin.ox.ac.uk/io/.
Oxford Students Scholarships
A number of Oxford colleges offer the Oxford Students Scholarship (OSS) to students from developing countries who, for political or financial reasons, or because equivalent educational facilities do not exist, cannot study for a degree in their own countries. This scheme is only suitable for candidates of the highest academic ability who have outstanding examination results. However, financial need and social commitment are also major criteria for selection.
The scholarships are largely financed by undergraduates (jointly with colleges and the University) and cover University and college fees and provide a maintenance grant. Awards are not tenable to read medicine due to the length and expense of this course.
How to apply for an Oxford Students Scholarship (OSS) in 2008/09
The OSS scheme is only open to students who have a place to study at Oxford in 2008/09. You must apply to UCAS and Oxford as described on the Undergraduate Admissions webpage. If you are informed by email or a letter from the University that you have been offered a place to study at Oxford in 2008/09, you may then be eligible to apply for an OSS. It does not matter if it is an conditional or an unconditional place (although if it is a conditional offer, you will have to meet any conditions specified in the email/letter before your place at Oxford is guaranteed).
In order to apply for OSS, you must complete a separate application form. This application form will be available from January 2008 on this webpage and www.admin.ox.ac.uk/io. The closing deadline will be confirmed at the time that the application form becomes available.
No other information will be available about the OSS scheme until January 2008. Please note that the name of the scheme may change. If this is the case, the words '(formerly Oxford Students Scholarship)' will appear after the new name to make it clear that it is the same scheme but with a new name.

Harvard University Scholarship
If you know of a family earning less than $40,000 a year with an honor
student graduating from high school soon, Harvard University wants to pay
the tuition. The prestigious university recently announced that from now on
undergraduate students from low-income families can go to Harvard for
free...no tuition and no student loans! To find out more about Harvard

Harvard President Lawrence H. Summers announced in February 2004 a major
new initiative designed to encourage talented students from families of low
and moderate income to attend Harvard College. While the new initiative has
four major components, including recruitment, admissions, and a summer
academic program designed to prepare talented students from financially
disadvantaged backgrounds for college, the financial aid component
increases aid for students from low and moderate income families. Beginning
with the 2004-05 year, parents in families with incomes of less than
$40,000 will no longer be expected to contribute to the cost of attending
Harvard for their children. In addition, Harvard will reduce the
contributions expected of families with incomes between $40,000 and
$60,000.
The University has earmarked $2 million in new financial aid funds to cover
this expanded aid next year, bringing its total annual scholarship budget
for undergraduates to just under $80 million. The new initiative, which
will take effect next fall for all students ? entering and returning ? is
expected to benefit more than 1000 families on an annual basis. The new
financial aid initiative is the latest step in a progressive expansion of
financial aid at Harvard in recent years. Harvard College's nearly $80
million in scholarships for undergraduates in the coming year represents a
49% increase over the past six years when inflation rose by only 13.5%.
This increase in scholarship aid has reduced the average student loan debt
upon graduation to $8,800 for the Class of 2003, a figure well below the
national average of close to $20,000

In October 2000, the Bill & Melinda Gates Foundation of Seattle, Washington, USA announced a donation to the University of Cambridge of $210 million to establish the Gates Cambridge Trust.
This benefaction creates in perpetuity an international scholarship programme to enable outstanding graduate students from outside the United Kingdom to study at the University of Cambridge. The Trustees are required to award scholarships on the basis of a person's intellectual ability, leadership capacity and desire to use their knowledge to contribute to society throughout the world by providing service to their communities and applying their talents and knowledge to improve the lives of others.
About the scholarships
The Trust expects there to be of the order of 230 Gates Cambridge Scholars studying at the University at any one time. Although there may be variation in the actual number of awards made each year, the Trust seeks to elect approximately 100 new scholars annually.
In selecting Gates Cambridge Scholars, the Trust looks for students of exceptional academic achievement and scholarly promise for whom advanced study at Cambridge would be particularly appropriate. The Trust expects a good match to be made between the applicant's qualifications and aspirations and what Cambridge has to offer. Successful applicants will have the ability to make a significant contribution to their discipline while in Cambridge, with a strong aptitude for research, analysis and a creative approach to defining and solving problems.
Over time, Gates Cambridge Scholars will form an integral and dynamic part of the University's influential international alumni network, bringing vision and new ideas to improving the lives of citizens throughout the world. Cambridge alumni take the lead in applying knowledge and skill to major problems in every walk of life: Gates Cambridge Scholars are thus expected to use their education for the benefit of others and to improve the common weal.
Gates Cambridge Scholarships are awarded only to students who gain admission to the University through the University's regular procedures. A Gates Cambridge Scholarship will cover:
- University Composition Fee and College fees at the appropriate1 rate
- a maintenance allowance for a single student (£8,800 for 12 months for 2006-07)
- a further discretionary allowance (£2,200 per year for 2006-07)
- one economy one-way airfare from the scholar's normal country of residence to the UK at the beginning of the course of study or research; and one economy one-way airfare from the UK to the scholar's normal country of residence at the end of the course of study or research.
1 The University Composition Fee varies for different types of students and applicants should see the Graduate Studies Prospectus for full details about precise amounts. Where an applicant from overseas has been successfully nominated for an ORS award, the University Composition Fee will be paid at the home rate. Where a student from the European Union has been successful in gaining a fees award from public authorities, the Trust will not pay these fees.
